For over 30 years, Eileen has represented government entities, financial institutions, and public and private companies in international, asset-backed, and project finance transactions, as well as government-guaranteed finance and equipment leasing, particularly in the highly regulated maritime and aviation spaces.

Transportation clients across the country rely upon Eileen’s sage counsel for commercial, regulatory and finance matters, including contracts and compliance with the requirements of the U.S. Coast Guard, U.S. Department of Transportation, and regulatory agencies such as the U.S. Maritime Administration (MarAd) and Federal Aviation Administration.

Eileen advises lenders and lessors to maritime operating companies with compliance issues and counsels vessel operating companies on regulatory matters and finance. Her knowledge of MarAd’s Title XI loan program is particularly valuable, given increasing demands for capital intensive, specialized marine equipment.

In the aviation sector, Eileen assists companies of all sizes with the finance, purchase, sale, and/or leasing of aircraft and aids in ongoing operational issues. She also advises financial institutions on aircraft leasing & finance matters.
As counsel to the Export-Import Bank of the United States (EXIM Bank), Eileen handles corporate, sovereign and small project financings. Past projects have included solar, infrastructure and communications equipment in Angola, offshore drilling rigs in Mexico, power plants in Turkey, agricultural and mining equipment in Ukraine, a renewable energy project in Brazil, locomotives in Gabon, vessels and fire engines in Nigeria, and communications equipment in Trinidad and Tobago.

Eileen collaboratively partners with each client’s project team — from engineers and compliance to risk management and legal — to achieve goals while balancing the often-competing needs within a company. She and the firm are also committed to deepening and the bench of the maritime practice, ensuring that additional generations of attorneys are pulled forward into this established and elegant area of law, whose origins date back to ancient Egypt.
